How can we test a check valve to be sure it's functioning? I was told my CIS was loosing pressure and that's why it was hard starting when I stopped for 5 minutes. Cold or hot it started well. I blew into the valve but how lame is that?

How about replacing your check valve with a new one? They are not that expensive, about $30.-. If it does not make a difference then there is another problem and you have a spare sheck valve.

The Pierburg pumps do have internal check valves & an over-pressurization valve. See page 2:
