camber bolts replaced with sway bar hangers?

OK, I know very little about suspension, but after having a guy over to re-index my rear torsion bars to lower the car, I had to learn some stuff. The guy didn't know what he claimed, got the car too low, and left. I have since spent hours on here learning..
Anywho, one of the things I found out about my car is that in place of what is supposed to be concentric bolts for camber adjustment, a prior owner has removed them, and used the holes for homemade sway bar hangers.
What I don't know yet is how crazy is this? Can you get by with out camber bolts?
How does the camber stay in place? What could this guy have been thinking? I mean, can you get the camber right any other way than the concentric bolt, and then bolt it in place to hold it...along with hanging your sway bar links at the same time?

Needless to say, I could use some camber bolts, nuts and washers if anyone has a pair at a good price. thx.

It might be a weltmeister aftermarket sway bar and drop link. In this case, the bolt is still accentric and adjustable? I'll look again in the morning.

My car uses the Welty Eccentrics. By design, they allow me to attach their adjustable sway bar to the car and function as replacements for the factory adjusters.

If they are there, there is no need to replace them unless you need that last 1/10th of a point to win the concours.

I can't imagine that the aftermarket mounts are NOT eccentric. Just remove them and look at the threaded part that goes through the springplate. You will be able to tell if it's eccentric or not. I have the tarett bar and it came with eccentric mounts to replace the stock adjusters. If the threaded male part of the bolt is off center then it's an adjuster and not just a mount. Or you could just loosen up the three bolts that attach the banana arm to the springplate and try to turn the adjuster (with weight off the wheel). If the camber changes it's an eccentric. Hope this helps; if not post a pic.

I have the Weltmeister anti-sway bar. It attaches to the spring plate on the back side of one of the bolts. I do not currently have adjustable spring plates (in a month or two will be my suspension refresh) but I think the bolt is eccentric. It just does not do anything to change camber on my spring plates.

Here the sway bar is removed but you can see the nut/bolt mount on the spring plate.

It is a replacement for the factory piece and provides the outer mounting point for the bar.
