Another newbie needs help

I have a 77 911 and replaced the engine with a '76 2.7 Emissions lable says CA emissions. I had a hard time getting to start but now It simply doesn't run right.
I'll try to provide enough info with out going to far.
cis fuel pressure has been a problem. I have 2 wurs (an 033 and an 090) both I have cleaned and adjusted till I'm blue in the face. after the last cleaning I was able to obtain a control pressure of 3.2 bar. system pressure 4.8 bar and cold pressure at 1 bar.
When I took it for a test drive 100 yards in, it started back firing (pop-valve installed and working) running rough won't accelerate past 2000 rpm. So i quickly jump out to look at control pressure, ok at 3.3 bar. I grabbed the timing light,
found 5 deg atdc with vacuum hose connected. 0 (tdc) with vacuum removed and advancing with rpm (could not go past 2000 rpm).
I have done volume tests multiple times and each has been within spec (didn't write those # down). fuel tank has been cleaned (including screed) and return lines checked (no restrictions). While I know the WUR has some issues and I am actively seeking a replacement I feel like it not fuel related.
It has a petronics blue CD box and seems to do its job. point gap is .013" (no dwell measurement taken). Inspected plugs and while their not new the don't appear to be that bad. Points, cap and rotor also "look" good.
My questions are many but to start
Does the backfiring indicate a lean mix?
What other tests are available for the CD ignition?

I have searched for and found many answers here on this forum and am completely amazed at the wealth of information and friendly help available.

I just realized I gave some wrong information.
I have a permatune Cd box.
I am thinking of replacing points with Petroinics unit and MSD from our host.
I should also point out once i can drive this car the thermal reactors and air pump plumbing will be in the scrap pile. (no emission testing here).
I will post pictures when it runs right and i can get out to clean.

If anyone was wondering, I finally got the car to run right. Replacement fuel tank solved my problem. I can only guess what was going on inside that gas tank!

Hey 3stewartS........
Glad to hear you're getting it sorted out. Keep us posted on when you remove the thermal reactors. Mine are still on as well (too scared to tackle that one as yet). Too many horror stories
