964 turbo quick cycle A/C fan

My A/c Condensor fan is quick cycling from low to high fan speed. Is it the relay, the resistor or something else?

Here are some trouble shooting steps. Symptoms are a little different but this may help you isolate on the resistor and relay if they are the culprits. It's for a 993 and I don't know if the systems are similar to yours.

95 993 condenser and oil fan issues

I switched the relays and now the a/c condensor blower is quick cycling not the oil cooler fan so I think it is the relay.
