89 Cab snaps/hooks on tunnel

I have an 89 Cab and have been using the tonneau cover recently. It seems that I have the long straps that should hold down the cover while the passenger side is closed have no place to hook. I did notice that on the tunnel behind the front seats there is a matching set of depressions in the carpet with holes that appear to be in the right spot The holes are to big for snaps and after looking on the parts diagrams I can't seem to figure out what would go there, some type of hook? Any suggestions would be great.

Mine has cleats on top of the seat backs.

Just checked no cleats on any of the seat backs? This was factory installed as far as I know if that makes a difference

eye hooks

when I redid my '87cab, there were eyes in that location to accept the top hooks .
