Need help identifying this number

I have a data plate in the front boot of my RoW '80 SC that is not covered in any of the books I have on the 911. Most the numbers appear to be regarding weight, but I was curious as to what the P.V.A 80/4086 was. Does anybody recognize what this is? Import tag? Original country of origin? Thanks in advance.
