What is the oil fill procedure after installing a new oil cooler?

I recently installed a new oil cooler in my 86 targa. According the the spec manual the oil change capacity is 10 liters and the full system capacity is 13 liters. Do I add 10 liters, and then top up the remaining after the car reaches full operating temp? Or should I add more than 10 from the start? Thanks in advance for your advice.

10 litres then top up as it reaches operating temps. Oil won't flow to your cooler until the thermostat opens up when it gets to temperature. Until then, you'd be overfilled and dumping oil into your air box.
