911 Rear Rotor Unknown Object

I have taken apart the rear rotors from my 1977 911S and found these clips? in them. They are located beside the parking brake adjustment holes in both.
Picture 1 is the way they were found and picture 2 is the clip pulled out a little.
I have found no information or pictures/part numbers.
What are they for and do I need them?

Since I need new rotors, will they come with them or do I need to buy seperately?
Where would I get them?

new rotors should come balanced out of the box

You can just make out the rotor balancing cut in the edge of this disc:
