Anyone had good experience with someone not to far from Ventura, CA 93003,that can repair my 83 911sc 915 trans. 2nd gear is difficult to get into at times.
Any help is appreciated.

Box it up and ship it to John Walker in Seattle. He has done hundreds of second gear repairs in an 915.

So far, I have installed a new Wevo coupler and a new Rennline shifter with all new bushings. Also changed out the trans fluid with Sweptco. There is no grinding or noise, but at times, it takes a lot of force to shift into 2nd -up and/or down. All mounts look good.... ZZZZzzzz

I could give you an estimate accurate to within $10, but I'd have to take it apart first! The 915 is so old, and has been through so much, that without knowing your car and what your trans has been exposed to (DEs, AutoXs, abuse, multiple owners, etc.), it's impossible to give you a quote. Sorry!

That said, with a little history, if you pm me with more details I'll be happy to put together an average scenario for you. (Be sure to check the link in my above post!)
