I debated that as well and ultimately it came down to cost. New fenders from Restoration Design we’re over $3k plus shipping and they would likely need “massaging” to fit. I got these light boxes plus shipping for about $500. Mine are likely the same that TRE sells (from Germany/Poland) and of all the fender light frames made they’re the best of the bunch, even if they too need massaging. Much easier to adjust a weld-in piece than a whole fender in my opinion.
