1972 T Surges What is wrong??

Just trying to get a few brainstorms on what is wrong with my 72 T. When I change gears, the RPM's surge up when I hit the clutch to get in the next gear. Sometimes, when I sit at idle such at a redlight, the RPM's sit around 1000 and then all of a sudden surge to 2000 or 3000 while I have the clutch depressed. I then have to bump the throttle and let the clutch out a bit to get it to go down. Anyone have any ideas as to what the problem is and what is a good cost estimate on what it will take to fix? Thanks in advance.

WAG -

Your throttle lever is up a little bit. My car does this until it warms up and I have to keep moving the throttle lever around, but I've got Webers.

(actually since my name is "wagnon" it's against my nature to provide wild-ass guesses - maybe I was adopted after all)

Thanks BillWagnon and PWD72S for your replies. It turned out to be that the throttle was in fact sticking. Got that fixed and now it is off to the paint shop. Take care,
