Part ID and some questions

Is this a thermo valve? It's at the center of the intake manifold near the firewall.

Is there supposed to be a second vacuum line attached, and what is the significance of the blue ring?

From your second picture, I am guessing that it is a 3.2L engine. It looks like the thermo valve from the parts diagram. And yes there should be a vacuum line on both sides. It appears that the side with no hose goes to the the air valve. I do not have any experience with the 3.2. My Porsches are not that modern. Maybe someone with 3.2 experience will chime in. You should always list year and model when asking questions to ensure quicker responses.
