Rusty whale tail can it be fixed
 

I have a whale tail on my 83sc and it is rusting where the rubber meets the tea tray. I'd there a metal bar inside the rubber tail or is the rust coming from the tea tray. Is this fixable??

Don't own a tail. These are probably the best to threads to start with. -J
