Cruise control surges on 82SC

When the cruise control is set the car will slow just a bit and then accelerate to the selected speed. When it hits that speed it starts to slow and then accelerates back to the selected speed over and over again until I get tired of surge slow surge slow and turn it off. My guess is a vaccum leak but where? Or ca. It be something else?

Be warned, "the fix" doesn't always "fix" it. I've driven SCs that were almost new that surged. My '82's CC control box was "rebuilt", and still surges. Sometimes there's nothing that can be done; I can't remember ever driving an SC with the CC set, and have consistent speed. Some of the CIS vintage cars are a little smoother than others, but to find one that works as well as a modern car, that would be something.
