Question on the 1983 model there is something different among the gauges the car has a manual trans could their be a up shift indicator located next to the tac on the right?

All 911s of that era had a manual transmission. No '83 model had an upshift light. That feature was present in the Carrera 3.2 models which began in model year 1984. It's possible to install gauges from a later car into any 911.
