I tried using a vise grip on the part of the protruding bolt

I have an oxy-mapp set-up for exchanger nuts. might want to try heating until glowing and see if that will help when using a wrench and vice grips even if just enough to get a Dremel wheel behind the nut to cut the stud.

Thanks for the tip, are there any threads detailing how to access the nut on the bumper shock without first removing the bumper itself?
Also, I should add that the impact bumper removal is part of yet another backdate "inspired" project, so I will need to remove the bumper shocks anyhow..

Just get under the car and stick a wrench on the nuts. Lefty loosey...

Red one is the nut on the end; the two in green are for the clamp.

If the bumper shock says "Do not expose to heat or drill" that might be a hint.....
