72' front sway bar bushing help

I am not totally sure how the sway bar bushing goes. Looks like two options. A bushing that goes from inside the car to metal bracket that is on outside of car? Or does the bushing get pressed into the metal bracket and it all gets mounted from the outside??
Thanks in advance for any advise! Also any tricks I need to know to get the bar in??

Fit the bush over your bar, center it on the car so you have the same amount sitting out on each side, so the drop links have the same geometry, if that makes sence?

Start all three fasteners, and tighten in a pattern, so the cover plate remains square. I think the torque is 18'lbs, but not sure.
