Deceleration valve bypass

When my 1974 2.7 warms up the the idel wants to die out before stabolizing at 950 rpm. It runs wonderfully other than that. I've researched the Bulletin board and narrowed the problem to the Deceleration valve. On a whim I disconnected (did not plug it) the vacuemn line at the top. The engine now idel's perfectly and runs great! What does that mean? Bad valve?
