turn and wiper switch stray wires

My 1971 car. I have a loose brown/white wire separate from the bundle on each switch with a female connector. The wires are just long enough to pass through the dash, but there is no corresponding wire or grounded spade on the body to attach to. Wires are shown in the following pics (pointing down)
I recently put the car back together and obviously failed to note where the wires went. I sense they are ground wires...of a sort. The wiring diagrams are unclear.
Thoughts?

Link to pictures not working.
Look under the dash right behind the ash tray. Should be a ground point there.

I was gong to post horn wire but Ed beat me to it. Follow the brown white to the horn relay in the wiring diagram, it does go there.
