both turn signal arrows lit?

not sure if this is normal or not... I've sorted out pretty much everything I think in my 73.5 Targa restoration but upon Key On both turn signal arrows light up dimly. The turn signals work fine and arrows blink brightly when flashing left or right.. Should the arrows be dark or lit dimly when no turn signal is activated? And if this is a problem is it likely the turn signal flasher?

Bad ground or loose bulb

I would say bad ground. Mine does it too, all bulbs are fine on mine and I have correct relay. I haven't gotten around to finding the ground problem yet but that's what I'm banking on.

Had the same thing last week on my 73 targa New flasher solved it.
