Been years since I lived in CA. I remember just having to tune a car to pass, even if it runs like S&%$. Then tune it back. I remember shops would even help, maybe its not that way anymore. Sorry for the piss poor advice, it is a stupid activity for a few old cars to be put through.

Assuming your air pump is all hooked up, do you have a 3mm allen for adjusting the CO?

Don't lean it out unless you know what youre doing. Too lean equals boom!

alex,
Sounds like you are going to have to do what I did when I lived in Utah.
Search for the procedure here and get the wrench and a portable gas meter. This is what I used:
Gunson Gastester Exhaust Gas Analyzer Tester | eBay

I would lean it out until it met state specs and then literally limp into the test station.
When I got home, I'd return everything back to Porsche specs.
Every single stinkin' year I had to do this. I used the same place each time and the owner got a kick out of hearing how I had to pass.
Now I guess I am a major environmental polluter in TN!!

Post a scan of the report, please. Any help you get without that is most likely to be flawed.

CO up, HC should be low.....adjustments can equal them out. If it fails it could be the cat.

Both high and low CO can result in high HCs. The cat, while having some effect on CO, has a far greater effect on HCs. We need to see the full test report.

On my 964 I just loosened my cat and created an exhaust leak. The inspector never noticed and it allowed it to pass with flying colors. Tightened everything back up when I got home.

I dunno where you live, or what kind of smog testing you put your 964 through, but an exhaust leak is readily detected by the BAR 90 machines used in CA and several other states, and will cause the car to fail if the leak is big enough to dilute the exhaust gasses.
