Spencer Jacobs - anyone know him?

Anyone happen to know a Spencer Jacobs in the Gulf Breeze, FL area. I'm looking for a little justice on a bad deal on some parts. The deal had nothing to do with Pelican (not sure he is even a member or not), but wanted to check with the community as he was selling a few parts at the time. I sent him payment for a set of Fuchs, but never recieved the wheels. Was a good deal, so won't kill me or anything, just piss me off more than anything else. First time I have been burned on a deal like this.

If you know of him, let me know please. I am hoping that there is a simple explanation.
