Is this spark plug grommet boot not seated?

Car is running perfectly, but I just noticed this.
Passenger side spark plug boot is not seated fully.
I tried to push it into seated position, but could not move it.
Don't want to break anything. Is this normal?

I thought maybe the spark plug is seated properly,
and the grommet part is just slide up on the boot in the wrong place,
but it seems to at the same relative "notch" as the other plug boots, yet is unseated.

does not look seated to me.
Remove it and try the boot on the far plug to see if it is the boot or what.

Make sure the plug's tip itself has not screwed out

I noticed on NGKs they tend to loosen out

If not, it needs to be seated properly with a audible click
