Porsche Crest Two easy questions about spring plates and H5's for anyone out there...

Does anyone know...

1.) Are stock rear spring plates on a '82 CS considered "adjustable"?

2.) Are H5's legal in CA and if they are installed on a '77 911, is there any need for special wiring considerations to avoid electrical problems from using the H5's?

Any feedback woulkd be appreciated!

Thanks in advance.
