Windshield washer / wiper problem

I am hoping for some help with my wiper system

My 89 Carrera has the fluid reservoir under fender and also intensive washer reservoir beside master cylinder. At one time car had headlight washers - they are long gone. Wipers have not been on car for ~ 20 years - was a track car.

My problem - I installed wipers and put fluid in reservoir. Using stalk on steering colum, wipers climbed about half way up windshield and then nothing. Also, using wiper control on column, no wiper fluid sprays. However, when I use the intermittent dial on dash (potentiometer) wipers work - and when I use the tip switch on dash for intensive - wipers work and washer fluid sprays on windshield.

I pulled the wiper stalk and cleaned the contacts - looking at the switch operation it seems like contacts are touching through the different positions as they should. Put it back together, but still no operation from the stalk.

I switched out the fuse, so that is not it. I am thinking either the stalk is toast, or could it be the relay behind ventilation ducts?

And another question - I don't expect to use the washer system often and am thinking about pulling the reservoir from under fender. The current system has 3 pumps, which seems like overkill. Is it possible just to use intensive reservoir - see picture - I believe it has it's own pump underneath. Has this been done before? I appreciate any help.
