Not as easy as we might think. I doubt the armed terrorists cluster in an exposed spot waiting for Allah to take them. On the other hand, they're probably living in a village along with their parents and kids. Do you propose we nuke them too?

Not an easy answer, I'm afraid. Solutions are never this easy.

We either need to reacted decisively at whatever cost is required, or pull up the drawbridges and not let any foreign nationals from the part of the world in. And if Mexico and Canada don't do the same, the 2nd option will do nothing.
There's really nothing we can do except make the penalty so harsh that no one even considers doing it again.
If we don't, eventually, they'll slowly build up their technology by buying time to get weapons off in this country that take many more lives. And there'll be no end to it.
Probably won't kill us all, but they could reduce our culture to nothing, kill the economy, and bring the US to its knees with high unemployment and fear.
And eventually, of course, the US people will lash out in a way that the entire world will suffer. Eventually, you can bank on that.
