Who is this thing and what does he do?

Anybody want to help me identify what this part is? It has a white 4 pin plug and a another plug that's a single wire. It is located behind the speedometer under the wiper transmission. When I found at the white for pin plug and the red single wire were unplugged from it.

It is either your EGR or O2 relay unit

When your EGR or O2 light comes on you would push the reset button to turn the light off.

Yep that's the timer box for the OXS light. It takes an input from the speedo to count the miles before you need to hit the reset button. Lots of people disconnected it because they didn't like the noise it makes behind the dash.
