This came with my 911 basket case and I'm not even sure it belongs on the car. It's steel and heavy. Hardware is metric.

Thanks everyone! My basket case is a 1974, but I can't say that it's original to my car with certainty. This thing is so strong and heavy I thought it had to do with the rear bumper or a trailer hitch. Glad to know that later years switched to Aluminum.
