Velocity stacks for Solex P40II-4
I've never seen velocity stacks on these carbs. Should there be, either standard or as an aftermarket add-on? Is there any benefit to them? Thanks!

Only if you are racing. In normal driving in under 5000 rpms, they are of no use. In fact they may hinder some performance.
