#8 Fuse- Where Does it Get Power?

Can anyone tell me where #8 fuse gets it's power? I don't have (never have had since I've owned the car) wipers, horn, or cig lighter operation. Two out of the three would be helpful. If I jump power to either side of the #8 fuse- everything works. I've poured over the wiring diagrams and can't figure it out. There's no bridge between that fuse and any other fuse so I can only figure it must get power from one of the circuits that it powers- ie: wipers, horn, or lighter but I can't see it. It almost looks like it may get power through the turn signal/wiper switch but I can't be sure.

Help!!

Your fresh air relay (J13), on the back of the fuse panel, likely is not energized when the ignition is on, i.e., it probably is not working.
Remove the two screws holding the fuse panel in place. Pull the fuse panel down to get access to the relays. The fresh air relay is the one with RD, BK/RD, RD/WH and BR wires attached to the base. Replace that relay and clean the contact surfaces while in there. Should fix it.
