Fuse Box / Relay / Gauge Questions

I am trying to figure out why my headlights won't popup or light up. I have checked all the fuses in the fuse box. I have come across the below relay that says "Hella" on it. Can anyone identify what it is for? I have also attached a picture of the back of my fuse panel. What is the large rectangular relay on the bottom right hand side for?
And lastly. This is the guage I have in my dash where the fuel gauge would normally be. The PO had the bright idea to cut a hole in the dash next to the light switch and put a fuel gauge.

Thats a 911 combo gauge which is nice. I would have to say first, clean all the contacts on the fuse panel because they look pretty corroded in that pic. Just guessing, I think that is the turn signal relay. Nicht wertfen means don't throw!

Like Geoff said - clean those contacts! You'll eliminate any flaky, intermittent connections now and prevent problems in the future. If you have a Dremel tool, get one of those fine wire brush wheels and polish each terminal and wire connector one at a time. Make sure the terminal's crimped on the wire tight, and if you have to, squeeze it with pliers so it fits on the spade terminal snugly. What happens on the high-current ones is they get hot once the connection gets resistive, then the terminal expands and then makes even worse contact. After you're done cleaning spray the whole thing with clear Krylon acrylic spray to keep the contacts from oxidizing from air and moisture.

The contacts for the headlights are the yellow (low beam) and white (high beam) thick wires at the left side of the panal pic. Power comes in from the high/low relay and gets distributed to fuses 1 and 2 for high beam left and right, and 3/4 for low beams left and right. I dunno if hella made the high/low relay. It is likely.

It looks like the silver one on the lower-right of your fuse panel photo is the high/low beam relay. ("Dimmer relay", I think they call it in the books.) The other is likely the flasher relay, that was the other square one I recall. It's taller than the round ones, right? Check the colors of the wires that plug into it and match those to the wiring diagram--that's the easiest way to tell what the relays are.

Luke,

Pull the headlight switch ON and with a multimeter selected to DC Volts or a 12Volt DCprobe, check for 12 Volts on the RD/WH wire that connects to the dimmer relay and on the GY wire on either one of the headlight motors. If you don't have 12 Volts at either of these points, then it is likely that your headlight switch is defective, a common problem.

In order to confirm the headlight switch as the problem, you would have to check continuity between pin 15 and 56 and 15 and 56K. The only way this can be done is to pull the switch down from the back of the panel with the fuse panel also down.

Ok, I got my headlights to pop up but I am not getting the lights to come on. I have cleaned all the terminals, checked the fuses, and cleaned up the grounds near the headlight motors. Is it possible that both my lamps are bad?

Not likely that your lamps are bad, much more likely that the pin 15 to 56 of the headlight switch is not making, i.e., burned out. Firstly, check to see that you have voltage on the RD/WH wire that connects to the dimmer relay. If you don't, check the headlight switch.
