Facet pump not pumping fuel

Cant seem to get the facet pump (new unit) to pump. Makes noise but doesn pump. Its under my gas tank. m
Also the power to the pump is not working either. Currently, I've been hooking up a 12 volt source to make it work.

Are there any additional wiring tricks I need?

If it's making noise, there is power getting to it.

Two things come to mind:
- Do you have the power and ground wires on the correct terminals? Could they be swapped?
- Do you have the inlet and outlet hoses on the right fittings? Could they be swapped?
