I've been stripping down a 914 to convert it to a 6 cylinder track car and of course I have been finding areas of rust along the way. Today I was digging around the area under the gas tank and put a screw driver right through the floor. It looks like the whole area around where the brake fluid lines and master cylinder are is pretty much gone. Is this an area of terminal rust?

"Terminal"? Not usually in that area, although I guess if it was bad enough.....
There are patch panels for that. The area to worry about "terminal" rust is really in the middle of the car. Check under the rocker panels and battery tray area for major issues. Battery acid leaking into the rockers from the shelf is a very common problem. Once the middle starts to rot it becomes a structural problem, and it can be "terminal".

I would be worried (concerned)
Less than 4 inchs from that spot you mentioned is the pick up points for the front suspension. The cross bar bolts are right there. Stick tires... bigger brakes... front end will feel loose. Dig deeper. B |
