AC problem

I am switching my AC to R12A (Duracool). I evacuated the system and pulled a vacuum. The high side and the low side held the vacuum so I don't think I have any leaks. I started filling the system but I can't get the compressor to run enough to charge the high side. It won't take any more refrigerant and the compressor is just turning very slowly. Any ideas where to start looking for the problem?

There is a low pressure switch near the dryer. Jumper the two pins and the compressor should turn. Make sure you remove the jumper after the recharging process.

If it is short cycling, what George said works. If the clutch is slipping, you need to remove a shim(s). Remove center hub bolt (8 or 10mm), remove friction plate, remove shim inside hub (shim might be stuck on the compressor shaft or fell below when removing hub) check air gap (business card thick is good) replace hub, tighten bolt.

To remove the bolt, use an impact or hold the hub and whack tool with a hammer. Do not use an impact to tighten the bolt, use locktite on the threads, and snug the bolt, just as the manufacturer did.
