Sealing off a power steering rack is not recommended - you will burn up the steering rack.

You'l need to stick in a replacement manual rack if you remove the pump. You may need to stick on slimmer tyres too - possibly 195's as 205 / 215s might feel a little heavy to turn after a while. If you do then you'll notice less grip.
Why do you want to do this?

To keep the rack in good condition for short periods of time without the power assist all you do is remove the belt from the pump. Keep everything full of fluid just with out the belt. Dont run it that way for more than a few months tops.
