Assembly questions

I'm resealing my '83 motor before I drop it back in and I've run into a few things that I have questions on.

1.) The balance shaft rear seal (O-ring) should be tight enough that I shouldn't be able to move the disc that holds it around just by touching it right? I got a fat orange O-ring and it isn't as wide as the old one and it is just as loose if not looser as the old one. Did I use the wrong O-ring?

2.) I got new races/sleeves for the crank and the balance shafts. are these supposed to fit pretty tightly on the shafts? The old ones would just pull off and with these I kind of have to gently tap them on. If you have PET and don't know what I'm talking about the part number is 928 105 139 02.

I'm sure I'll have more questions as I start to do more and more but this is what I've got right now.
