bad mpg cause?

i generally get about 22mpg around town, and maybe 30 ish on a trip {no, not that kind !} playing lead foot, prob 12mpg. just lately, i seem to be getting between 12, and 14 mpg all the time, even taking it easy!
the car revs smoothly, and cleanly all the way to the redline. no apparent leaks. slight whine from fuel pump, so new fpr on the way. only noticeable thing, is if i take my foot off the accelerator, and let the car slow down with engine braking, it seems to "hunt". cant think what the north american equivalent of this is..
ok, try this: on engine braking, the car rpm does not drop off in a linear fashion, it kinda "burps", as it slows down, like the fuel mix is way off, or you have a particularly wild cam, which is great at high rpm, but farts and pops everywhere else!!
constant speed is very smooth.
any ideas???
