Question Help identifying an under dash part

I posted recently with a query about odd noises from the passenger footwell after replacing my dash. After eliminating the suggested suspects, I traced it to the part shown below. It is a black housing to which the rubber hose from the temperature sensor in the dash on the passenger side connects (that is the hose in the picture).

What is this piece? I think that it might be the temperatiure sensor. Additionally, does it have a fan in it, as it sounds very much like there is a fan that is out of balance?

Many thanks.
