A used fuel pump is a .....used fuel pump. It may last for years or it could crap out next week. When I buy used I look for at least 1 of 2 things. A price so cheap I don't feel too bad if the part dies or a 90 day guarantee. Only you can decide if the money saved is worth the potential trouble.
However, before you get into replacing the pump you may want to make sure that you first disconnected the original 12v+ wire to the pump before you put the 12V+ jumper on it. If you didn't and there's a short in the 12v+ feed wire, the 12V+ jumper is also just shorting out and will not power the pump. Also, measure voltage at the original 12V+ wire while it's disconnected to ensure you get 12V from it and clean the ground connection while you're down there. Good Luck! Don't know what the other hoses are for.They look like they're coming out of the floor in you picture. Might be drain holes? jmd_forest
