Ok, to be REALLY technical it would be a water pipe. Portable since most water pipes (at least the real fancy ones) were meant to sit on a table - not to mention having one or more mouth pieces.

Sorry, but thats not a water pipe. Be kinda hard to keep it lit with the water flowing into the bowl.

One way check valve would fix that no problem. In fact some of your fancier air compressor driven smoking aparatus make use of two check valves, one to use compressed air and another to bring the cooled hit in. Kind of a shotgun effect for the well equipped "head." Of course that’s on based on hearsay
