Modify speed/reference mount

Hi All,
I'm on a mission. I want to modify my spare speed/reference mount bracket to accommodate an aluminum sleeve...rather than purchase the set up. What I'm looking for is the outside diameter of the aluminum sleeve. Could someone measure the sleeve and tell me what the diameter is? Call me cheap but I like to think of it as being creative...

18mm at the cleanest spot on the sleeve.
