928 cranking problem

My 89 porsche 928 s4 won’t crank? Battery is new. Ignition switch is new. Starter Relay is new. Now I’m trying to see if the starter is the problem. I put a multimeter to the solenoid & discovered it has 12 volts going to it. My question is, is it suppose to be powered before i crank it? It had 12 volts going to it before iI”I even turned the key. I was gonna get a 12 volt wire & wire it externally to see if it would start, but then I discovered it already had 12 volts going to it, which seems to me like I might have a bad starter?

Lonny,

If you put a 27mm socket on the crank bolt, can you manually turn the engine over?

does it make any noise..clicking? - there should always be 12 volts to the big cable on starter - the small wire gets 12 volts when the key is turned to the start position

If you can turn it over by hand, disconnect the 14 pin connector for the FOE harness and touch the pin associated with the yellow wire to the jump post. If the starter spins, there is nothing wrong with your starter, and I would look at replacing the ignition switch.

My 88 recently did this. Good battery, good engine, no click no crank. It ended up being corrosion in the CE panel (under passenger floor board) for the relays. Had to remove it and clean it. There's threads on Rennlist on how to clean the panel. Don't take any of the wires off the back - when you look at it you'll know why.

I had found a bad ground cable from the battery to frame. It looked good on the surface but the crimped braided end was all corroded inside. I could still read 12V but the current draw was not enough to run the starter. I also cleaned the ground from frame to engine and all the relays in the CE panel with Deoxit.
