When I had my flasher button out of the pod the turn signals would not work. When I reconnected the flasher button everything worked so you may have a bad flasher button, flasher relay or bad connection to the button. It completes the circuit I am guessing. Gunar

A relay can "look good", but be bad. You've got to read it out with a meter with 12 volts applied to throw the internal switch to verify.

When you say "inoperable" do you mean they don't blink or don't light up at all?

warning dont let the pod switches lay in the holes unless they are seated or pulled completely free of the pod to do risks a short as the switches can easily ground to the pod since its aluminum and short the wire back to the CE panel.
Since your having issues with the flasher and TS I would disconnect the battery then pull the switches out and verify that the correct wires are going to the correct switch some of the wires/ plugs will fit other switches, once this is done then remove the lower steering column cover and inspect the rear of the TS switch see if possibly it has been mis installed and the connectors are not on the pins

Ah, so you put the old one back in after doing a bypass, then sounds like your contacts were just dirty. Time to dig into your CE Panel with a small wire brush.
