That's one of those "hold vacuum" reservoirs. Probably for testing as I never saw one under my dash. The Vac Reservoir is in the Drivers Side inside Fender Panel.

I believe this is the vacuum reservoir for the vacuum door locks for the 1978/79 model years.

That makes sense since my 81 Euro has Electric Motors for the Door Locks.

I just "rebuilt" the actuator part #29 above on mine...the little plastic tabs broke an it blew apart...weird.
