i found that the hose clamp at the wastegate was loose, mainly because whoever put it on last time used one of those worm-screw style clamps. so, i cut the end off of the hose to make sure there wasn't a split as well and put a proper fuel injection hose style clamp on there.
i think the boost was actually reaching the neighborhood of 18PSI. also, the acceleration seems better, smoother. i think the wastegate may have been fluttering, thus messing with the boost.
