A/C Control Panel

My A/C blower in my 93 C2 964 does not go to the MAX speed when the "RECIRC" button is pushed. Both slide switches full left, temp full cold and blower switch fully on. A/C blows cold, but I need the recirc mode of operation in order to get the cockpit cooled sufficiently.

I took the cover over the A/C system (across the rear of the front trunk) off and observed that the fresh air actuator did not move when the button was pushed, so I replaced the actuator. It still does not work. I would still like to trobleshoot this to solve the problem. I need some help from some experts out there with the following:

1. Are there any fuses in the system that are not located in the front or rear fuse boxes?

2. How can I remove the A/C control panel from the dash so I can check for loose wires and clean connections? There is a small hole at each corner....what fits?

3. Is there another servo actuator that works in conjunction with the fresh air servo?
