Fresh engine build with records, still do leakdown and compression test during PPI?
Looking at a car that had motor rebuilt within last year. Have seen copies some of the paperwork. Should I still have a leakdown and compression test done during PPI? Are there any risks of damage doing these tests?

Yes, get it tested. If the rings didnt seat or if the valves arent intalled properly it will show up. I do not know of any risk of damage from a leak down or compression test.
