GTI questions

Guys,
I just got a killer deal on a one owner 2001 GTI 1.8 litre turbo with only 124K on the clock. It is in exceptional shape, but I have found two issues I want to resolve.

First, the water temp gauge is weird. It will start to register, then drop back to cold, then a little while later, when i know there is hot water in the upper hose, it will go to 190 degrees and just stay there. The temp sensor or the thermostat or both?

Second. One tap of the horn blows the 20 amp fuse. I tried to make sure the horns were clean and well mounted so they had a ground. So where to go next, under the steering wheel or in search of the horn relay?
