No that's about right. My fans usually kick just past the third mark but the other day I was in traffic and it was almost into the red before they kicked on... the next time it was back to normal so it just depends sometimes.... so that's normal. Again on the later cars the red line was bumped up and the fans don't really kick on until the car would be in the red on an early cars gauge, so don't really sweat if you do get into the red for a moment. Just keep an eye out and make sure the temp goes down immediately or something could be wrong. Sometimes I'll even switch the A/C on to kick the fans on sooner. That said, I have went shopping only to come out only to my gauge a little over over into the red since the water pump stopped circulating coolant and that has never hurt anything. I hope that helps.
