You could use a Dremel tool to cut the old ring and put a new one back when you reassemble. Or, if you go ahead and pull the old boot completely out, it may take enough pressure off the ring to allow removal. I replaced this boot when I had my car painted but don't remember it being a problem job. Good luck!
